Over his professional career, Dr. Jarrett has concentrated on the evaluation of innovative public sector programs, metrics for science and technology commercialization, management and productivity of public sector organizations, and regional economic studies for enhancing technology based economic development. He has served as principal investigator for two large assessments of university-based research programs focused on technology commercialization. For the UTEN project, his primary responsibilities are: (1) external metrics (compiling, benchmarking, and analyzing appropriate technology indicators/data); (2) internal metrics (review and evaluation of program delivery components and specific services such as training seminars, workshops, entrepreneur visits, and academic exchanges. He has secondary responsibilities for conducting targeted industry studies, business development issues in the US for small Portuguese companies, and special projects.
