It is my opinion that there is not a proper portuguese intelligent systems for business community.
Although there are active and growing groups they are diversely separated by geography, discipline S&T areas and the industries are also dispersed in several overlapping clusters. Sometimes there are Industry Initiatives which could benefit from several potential partnerships and even business opportunities but they are contacting normally within the same associations and universities, not even aware off all potential and existing complementarities at country level.
A knowledge-base portal and network should be build as a means to bridge that gap, serving to act as a first step to finding organized information, the right partners and specific technology offer at national level.
Thus I propose to build a collective Network, aiming at promoting research and/or commercial opportunities, or assist others in finding information, all incubation areas and business offers or R&DT suggestions.

Interesting proposal and commentary. With regards to the network, it is often a concern about WHO will do the work especially related to proposals and research areas which may be viewed as “competitive” in nature. I would mention that Sematech http://www.sematech.org/ was is and remains perhaps the best example of what effective collaboration along the lines you mention actually happen.
